Biography

Dr. Victoria Udalova is a Principal Economist and the Director of the Enhancing Health Data (EHealth) Program at the U.S. Census Bureau. She has over 15 years of experience working with survey and large-scale administrative records, conducting health and economic research, and designing new data systems by linking multiple data sources. Her research focuses on improving measurement of factors affecting health outcomes and quantifying health care provider characteristics and availability. She currently leads a research team that partners with health data providers and researchers to combine health records with Census Bureau’s unique data assets to efficiently improve healthcare statistics, research, and policymaking. From June 2022 to June 2023, Dr. Udalova served as a Senior Economist on the White House’s Council of Economic Advisers (CEA) where she evaluated health care policy proposals and advised the Council on the best course of action given existing evidence. This experience gave her a unique perspective into the types of empirical evidence and research findings that policymakers seek when making decisions. Dr. Udalova has published articles in leading peer-reviewed journals, such as the Journal of Health Economics, Health Affairs, and JAMA. Prior to joining the Census Bureau, she served as an economist at Wisconsin’s Department of Workforce Development, where she managed production of employment projections and designed a model forecasting supply and demand for registered nurses. She received Ph.D. in economics from the University of Wisconsin in 2015.
