Annie Shiel is a Research Program Manager in humanitarian response and civilian protection at Stanford Health Policy and Senior Advisor for U.S. Policy and Advocacy with the Center for Civilians in Conflict (CIVIC). In these capacities, she oversees research, advocacy, and coalition building around the civilian harm implications of military operations and security sector assistance with an emphasis on the second- and third-order effects of conflict on civilian life. Prior to working with Stanford and CIVIC, Annie served at the US Department of State, where she worked on civilian protection, human rights and security sector assistance, and atrocities prevention as a founding member of DRL’s Office of Security and Human Rights. She is also a Truman National Security Fellow. Annie holds a Master of International Policy from Stanford University and a BA in International Development from McGill University.
